Overseas Citizen of India (OCI) 

1. The Constitution of India does not allow holding Indian citizenship and citizenship of a foreign country simultaneously. Based on the recommendation of the High Level committee on Indian Diaspora, the Government of India decided to grant Overseas Citizenship of India (OCI) commonly known as ‘dual citizenship’. Persons of Indian Origin (PIOs) of certain category as has been specified in the Brochure who migrated from India and acquired citizenship of a foreign country other than Pakistan and Bangladesh, are eligible for grant of OCI as long as their home countries allow dual citizenship in some form or the other under their local laws.

2. Persons registered as OCI have not been given any voting rights, election to Lok Sabha/Rajya Sabha/Legislative Assembly/Council, holding Constitutional posts such as President, Vice President, Judge of Supreme Court/High Court etc. Registered OCIs shall be entitled to following benefits:

1. Multiple entry, multi-purpose lifelong visa to visit India;
2. Exemption from reporting to Police authorities for any length of stay in India; and
3. Parity with NRIs in financial, economic and educational fields except in the acquisition of agricultural or plantation properties.

3. Any further benefits to OCIs will be notified by the Ministry of Overseas Indian Affairs (MOIA) under section 7B(1) of the Citizenship Act, 1955.

4. A person registered as OCI is eligible to apply for grant of Indian citizenship under section 5(1)(g) of the Citizenship Act, 1955 if he/she is registered as OCI for five years and has been residing in India for one year out of the five years before making the application.

Subject: Relaxation on re-issuance of OCI card till 30th June, 2020.

1. The following OCI guidelines have been in force since 2005.

-          OCI card needs to be re-issued each time a new passport is acquired by the cardholder up to the age of 20 years.

-          OCI card is required to be re-issued once on acquiring a new passport after completing 50 years of age.Re-issuance of OCI card is not required each time a passport is issued to a cardholder between 21 and 50 years of age.( It is advisable to carry the old passport against which the OCI card is issued along with the current passport and the OCI card as part of abundant caution)

2. This is to inform that Government of India has decided to grant temporary relaxation till 30th June 2020 in the following cases:

1. In case an OCI card holder below the age of 20 years has not got the OCI card re-issued on change of passport, he/she may travel on the strength of his/her existing OCI card bearing old passport number subject to the condition that along with the new passport, the OCI cardholder carries old passport mentioned in the OCI card.
2. In case an OCI card holder who has attained the age of 50 years and has got his/her passport renewed subsequently but has not got his/her OCI card re- issued on renewal of his/her passport, he/she may travel on the strength of the existing OCI card along with the old and new passports.

3. It is, however, advised that OCI cardholders may take steps to comply with the existing OCI guidelines in Para 1 above and renew their OCI cards as required by the rules.

STEPS TO BE FOLLOWED FOR APPLYING OCI: 

1. Visit website: https://ociservices.gov.in/ 

2. Click on proceed

3. Choose the requisite box (the type on which applicant want to fill the form).

4. Form will be filled in two parts: PART A and PART B

5. After completion of PART A applicant has to upload their photograph (2inch by 2 inch of size) and Signature or Thumb impression.

6. After that complete the PART B part of the form and submit the form

7. After submission of form a file No. Starting with GUY will be generated.

8. Print the application and attach all undermentioned documents:

-    Form duly signed by the applicant and in case of applications for minors, applications should be signed by parents.

-    Copy of documents alongwith original (and the attested relevant documents by the Ministry of Foreign Affairs)

-    2 inch by 2 inch size photograph and sample signatures on a blank page

-    Fee:

Applicants in Guyana - requisite CASH (US$ or GUY$) by hand delivered applications  to us at the High Commission of India, Lot 307, Church and Peter Rose Streets, Queenstown, Georgetown, Guyana on any working days between 9:30am to 11:30am with the above mentioned documents;

Or

Applicants from accredited countries - requisite fee to be paid through Demand Draft in favour of High Commission of India and the application, along with the required documents, should be sent by prepaid Courier to the address stated above.

It takes approximately 4 to 5 weeks for processing of an OCI application, in some controversial cases it make take longer.
