Admission of children of India-based officials serving in Indian Missions/Posts abroad to Diploma Courses in India during the Academic Year 2019-2020.

Under the Scheme of reservation of seats for children of India-based Central Government officials posted in Indian Missions abroad or of those Central Government officials working with the United Nations Organisations or on deputation to foreign governments. the Ministry of Human Resource Development reserve a few seats for Diploma Courses in various Polytechnics/Institutions in India every year.

The conditions of eligibility for admission against these reserved seats are as under: -

  1. i) The candidate must have obtained a minimum of 60 marks in aggregate in Science and Maths in 10th Class of 10+2 pattern/Metric or equivalent with Science and Maths. (for Scheduled Caste/Schedule Tribes candidates 5% relaxation in marks is provided).


Where the system is not based on marks but on grades viz. American, British, International Baccalaureate, the candidates should submit the certified copies of their certificates showing grades and not certificates issued by schools etc. giving percentages after converting the grades into percentages as per the system followed by school, In previous years it has been noticed that certificates of percentages submitted by the candidates had no correlation with the actual grades obtained. Any attempt at suppressing the original grades and submitting percentages, misleading or otherwise, will lead to disqualification. Grades submitted by the candidates will be converted by the Ministry into percentages for working out the inter se seniority for the purposes of the merit list. The Ministry reserves the right to decide the criteria for such conversion to be applied to various systems of education abroad. The merit list will be prepared by the Ministry on receipt of the Marks obtained in Xth Board.

iii)        The child should be studying abroad and must have passed his/her qualifying examination from abroad. However, in case of the India-based officials posted in a country where educational facilities are totally inadequate, a child studying in India will also be eligible. In such cases, a certificate about non-availability of educational facihties (up to the level of qualifying examination) in the country where the parent of the candidate is posted should be issued by Head of Mission and attached to the application.IV) The Central Government officials working with the UNO or on deputation to foreign governments should submit certificates from their parent office to the effect that they are Central Government Employees.v) IMPORTANT

Candidate must ensure that all the relevant papers/certificates are attached with the application. Incomplete applications. in any respect, will be rejected.

  1. Any official, who has already availed of the facility of any reserved seats in respect of one or more of his children in any of the previous years, should clearly indicate such facts in the application. Two or more Children of the same officials will not be given the facility or reserved seat during the same year even though the children happen to be twins.
  1. The application duly filled, in duplicate, with certificates (also in duplicate) from eligible candidates may be sent through Head of Chancery to the Welfare Section of the Ministry so as to reach latest by 30th April, 2019.
  1. The Heads of Chancery in Missions are requested to kindly bring the above to the notice of all concerned for admission to Polytechnics in the academic year 2019-2020. They are also requested to ensure that applications of all the candidates are scrutinized and verified and forwarded to Welfare Section latest by 30th April, 2019.
